Not keyboard courage, it is an encapsulation of who they are as an individual. They have read the "group rules" -which is a code of conduct, but they do not see that their conduct violates the rules. To have to tell grown adults "if you have nothing nice to say, don't say anything at all" is rudimentary. For them to go through the effort to join a group, but their behavior once inside is to ruin another's experience -again, who they are. I leave more groups than I join these days.
